Description | This is the first act in which Evan acted as solicitor under the act, and the papers deal with every stage of its execution. These have been arranged in chronological order and they extend from the act itself in 1806 to the later history of some of the Llanrug allotments in 1827. While it is conceivable that they are not quite complete - for example, the final map of the Llanrug allotments seems to be missing - they are exhaustive enough to afford a remarkable picture of operations under the act. In this respect they compare with those of the Llanddeiniolen act and the Nevin etc. act, and the same description of the documents will serve for the three acts. First are the papers dealing with formulating the bill and its passage through parliament and in the case of the Nevin act the latter at this stage are particularly valuable. Then follow the papers arising out of the proceedings of the commissioner, in the way of minutes and notices of sittings; here again the details of the activities are filled up by numerous letters. The ousting of the encroachers was usually a troublesom interlude and in Llanrug and Llanbeblig nothing less than ejectment actions served the purpose. Parts of the commons were sold by auction to defray expenses and the papers illustrating this aspect of operations consist of printed notices and particulars of the sales, agreements to purchase and in the case of the Nevin act maps of the allotments sold. The award under the Llanrug and Llanbeblig act is missing from the collection. Lastly come the accounts, and it is to be noted that these final statements of accounts submitted by John Evans for his part of the work form valuable calendars of the operations under the acts. On occasssion, some point arose peculiar to the particular act; in the case of Llanrug and Llanbeblig counsel's opinion had to be sought twice, first as to the rights of the Crown in 1817 and again as to the position of certain quarries under the act. |
