The masters of two American vessels have been fined trifling sums for not having 3 &amp; 15 ozs (respectively) of tobacco on their Customs Declaration Forms. The masters, naturally, object to being "treated like convicts" in this matter, partly "after bringing several million gallons of petrol in safety" to these Islands across the wartime Atlantic.</dc:description>
